On August 4, 2025, a ceremonial capsule-laying event took place in the southern industrial zone of Atyrau, marking the foundation of a future metallurgical plant. The project is being implemented as part of the creation of an industrial cluster around the Atyrau Car-Building Plant.
The event was attended by Akim of the Atyrau Region Serik Shapkenov, Deputy Chairman of the Industrial Committee of the Republic of Kazakhstan Shyngys Suyunbayev, Head of the Heavy Engineering Department Toreadil Abdrakhmanov, Director of LLP "TexolTrans" and Honored Railway Worker of the Republic of Kazakhstan Boris Ziganshin, and Director of LLP "Texol Steel Technology" Mikhail Polyansky.
The new Texol Steel Technology plant will produce steel components for railway cars — stops, center plates, clamps, axle boxes, and more. The plant's design capacity is up to 60,000 tons of products per year. The main raw materials will be Kazakhstani scrap metal and ferroalloys, which will increase the level of localization and reduce dependence on imports.
The construction will create 500 jobs. The launch of the full-cycle plant is scheduled for 2027.
During the ceremony, a time capsule with a message to future generations was laid.
